Job Description

This position is critical for the successful execution of a large, complex business transformation program valued at $10 million over a span of 5 years. As a Procurement Officer, you will play a pivotal role in managing the procurement process, identifying and engaging with reputable partners, and ensuring that all procurement activities align with our business objectives and mitigate potential risks.


Responsibilities:

  • Compliance and Ethics: Ensure compliance with applicable laws, regulations, and ethical standards throughout the procurement process. Uphold transparency, fairness, and integrity in all interactions with potential partners and suppliers.
  • Partner Selection: Collaborate with internal stakeholders to identify and evaluate potential partners, including renowned consulting
  • Risk Management: Identify and assess potential risks associated with the procurement activities. Develop risk mitigation strategies and contingency plans to address any issues that may arise during the procurement process.
  • Documentation and Contracts: Prepare, review, and finalize procurement documentation, including requests for proposals (RFPs), requests for information (RFIs), contracts, and other related materials. Ensure that all procurement documentation is accurate, comprehensive, and legally sound.
  • Procurement Strategy: Develop and implement a comprehensive procurement strategy for the business transformation program, considering the specific needs and objectives of each procurement category.
  • Conduct thorough due diligence to assess their capabilities, expertise, track record, and compatibility with the program's requirements.
  • Contract Negotiation and Flexibility: Negotiate contract terms and conditions with selected partners to maximize value for the business transformation program. Build flexibility into contract agreements to accommodate any potential changes or unforeseen circumstances that may arise during the program's implementation.
  • Supplier Relationship Management: Foster strong and collaborative relationships with selected partners and suppliers. Monitor their performance, address any issues or concerns, and ensure they meet contractual obligations and deliverables.
  • Procurement Process Management: Oversee the end-to-end procurement process, ensuring compliance with relevant policies, regulations, and industry standards. Coordinate with cross-functional teams, including legal, finance, and program management, to ensure a smooth procurement workflow.


Requirements:

  • Strong understanding of procurement processes, strategic sourcing, and contract management.
  • Excellent negotiation, communication, and interpersonal skills to effectively engage with internal stakeholders and external partners.
  • Solid knowledge of relevant legal and regulatory frameworks governing procurement activities.
  • Familiarity with renowned consulting firms and experience in managing procurement activities involving such partners
  • Strong analytical and problem-solving abilities, with a keen attention to detail.
  • The candidate’s experience should be focused in IT IS procurement.
  • Proven experience (at least X years) in procurement, preferably in a large-scale business transformation program or within a comparable industry.
  • RFP experience in public sector or previous involvement in public sector is an important factor.
  • Ability to work independently and handle multiple priorities within tight deadlines.
  • Bachelor's degree in business administration, supply chain management, or a related field. Advanced degree or relevant certifications (e.g., CIPS, CPPM) are a plus.
  • Proficiency in using procurement software and tools (e.g., ERP systems, contract management platforms).
