Job Description

The HSE Coordinator is responsible for applying the professional practices required of Health, Safety and Environment professionals at site. This person is a fully qualified H&S professional and possesses the ability and confidence to apply practices in a work setting with little or no supervision

Role and General Responsibilities

  • Independently leads safety talks / meetings and drives conversations to influence change
  • Detailed level understanding of complementary HS&E functions such as Industrial Hygiene and Occupational Health practices
  • Obtains strong understanding of applicable client and regulatory requirements within their site and regulatory jurisdiction.
  • Proven ability to influence the thinking and actions of others without exercising direct authority at all levels of project hierarchy
  • Provides leadership and process advice to operations management on site level for HS&E program implementation and able to translate a long-term view of issues and implication
  • Participate in training development and delivery for safety stand downs or similar events
  • Other duties as assigned
  • Supports and acts for operations personnel to meet Leading Indicator requirements
  • Audit and review daily work plans and provide feedback / guidance to site teams and subcontractors regarding opportunities for improvement
  • Well versed in event / incident investigations with the ability to collaborate with multiple parties to ensure realistic corrective and preventive actions are achieved
  • Clearly understands and can meet the demands of various stakeholders, including internal and external clients
  • Possesses strong HS&E management system technical knowledge in all types of situations (project start up, duration and close out)
  • Responds to issues relating to health, safety, environment and emergency response, performance metrics and safety management systems for a site
  • Leads site implementation of HS&E processes and practices, per HS&E program
  • Review and comment on JHA’s for subcontractors
  • Conduct daily safety inspections and safety “coaching”
  • Creates clear and timely reports, ensuring the team is up to date on incidents or similar events
  • Provides HS&E functional leadership, mentorship and guidance to HS&E and Operations personnel
  • Develop and manage JHA’s for own forces
  • Trains organization in task/trade specific work practices and procedures (Confined Space, Working at Height, Respiratory protection, Lock Out/Tag Out, etc.)
  • Trains Operations people in HS&E programs
  • Acquires a detailed knowledge of all company HS&E standards, HS&E processes and procedures for their site.

Qualifications and Education Requirements

  • Pursuit of CRSP, or other designations
  • 3+ year's relevant industry Health and Safety experience with a focus on construction
  • Able to gain client's respect and trust and able to be the lead HS&E rep at client or trade (sub) contractor meetings
  • Technical diploma in OH&S or higher considered an asset
  • Knows when and how to compromise, finds solutions to resistance/setbacks and possesses drive to finish
  • Possesses continuous improvement approach.
  • Always searches for understanding and tries to find new solutions; learns from both successes and failures
  • Demonstrates clear understanding of various levels of communication
  • Takes initiative, within a defined process; willing to act, not fearful of acting with minimum of planning (when warranted)
  • Has knowledge of and able to provide advice to operations on project HS&E Program
  • Understands and competently applies site systems/processes and can identify steps to improve guidance, interpretation and application of HS&E program & regulatory requirements, specifically in Ontario
  • Able to gain Mobilinx and field teams respect/trust and be seen as a resource (coach / mentor / part of the team)
  • Can comfortably handle risk/uncertainty and able to make timely self-directed decisions under tight timelines and pressure
  • Able to listen on multiple levels (What is the issue? What is the issue behind the issue?)
  • Strong presentation and communication skills
  • Ability to apply industry best practices and provide insights on opportunities for improvement
  • Currently holds the NCSO or equivalent / higher designations

  • Knowledge of health and safety legislation and how to best apply in a real / field environment
  • Positive attitude and results driven
  • Communication skills both written and oral as role has considerable writing, editing and creative marketing consideration (i.e. developing safety talks or safety alerts)
  • Excellent organizational skills that demonstrates the ability to resolve conflicting priorities
  • Must possess and demonstrate excellent computer skills; highly proficient in Microsoft Office software i.e.; Word, Outlook, and Excel
  • Strong attention to detail and accuracy

Travel

  • The role requires travel across the entire Project with the use of a company vehicle
  • Travel will be limited to onsite visits and/or events/training as required by Mobilinx, however, Mobilinx and/or its partners may require periodic travel, outside of the GTA (limited but possible
  • This role is based on the Hurontario LRT Project with the head office at Mississauga, located at 110 Matheson Blvd., East.
