Job Description

As the Royal Canadian Air Forces’ prime service provider at 5 Wing Goose Bay, Labrador, our team delivers comprehensive air operations, emergency services, logistics and engineering expertise to the Department of National Defence. We work on behalf of DND’s “no fail” mission at Goose Bay: supporting NORAD operations for the projection of air power on the north and northeast coasts of Canada, while supporting military training for the Canadian Armed Forces, Allies and NORAD. 5 Wing Goose Bay provides effective training facilities, adaptable infrastructures, and a unique, austere, and challenging training location. Currently, Serco Canada has over 1,200 employees across four provinces, including a strong and growing Indigenous workforce.


You will be part of a team that works closely with the military customer and other Serco teams to deliver quality and efficient services to DND. Purpose of the Job:


  • Monitor activities and ensure safe operation of military aircraft hangars at 5 Wing Goose Bay.
  • Operational, inspected, calibrated, maintained and ready for use when needed. Advise brief and assist technical personnel with hangar systems, hangar equipment and aircraft maintenance equipment.
  • Provide professional Hangar appearance and aircraft movements.
  • In cooperation with the Wing Operations Centre (WOC), provide full range of Hangar Custodian services, including but not limited to: Oversee hangar maintenance and ensure Hangar equipment and systems are


Primary Duties and Responsibilities:


  • Overseeing movement of aircraft within Hangars, and ensuring activities are conducted in a safe and proper manner.
  • Visibly demonstrate Serco Values and work practices while completing duties. Ensure compliance with all
  • Serco Canada Inc. policies and procedures, including but not limited to Code of Conduct and Ethics, Serco
  • Develop, Manage & Administer hangar “preventive maintenance program”.
  • Ensure garbage bins are emptied into dumpsters for collection and coordinate the pick-up of heavy trash.
  • Conduct daily hangar inspections and establish and administer procedures that will ensure high standards of quality, reliability, and safety during daily operations.
  • Provide a monthly “Hangar Activity Report” including GFA, GFE and GFM. This report needs to be submitted by the 3rd working day of the following month.
  • Maintain logs as directed and record all conditions concerning hangars, and review and complete all relevant paperwork, including deliverables/reports.
  • Working with the Transient Services sub-contractor to coordinate proper aircraft tow in and push out.
  • Analyze and record instrument readings and equipment malfunctions and arrange for adjustments or minor repairs as required.
  • Brief Aircraft Ground crews on proper operations inside military hangars.
  • Management System, PDR’s, etc.
  • Provide an up to date Hangar Usage Log. This log will need to indicate the Aircraft user, Country of origin, Aircraft type, Aircraft registration, Date, Time of arrival, year and duration of stay in each hangar under the control of Serco.
  • Coordination of aircraft movements with the WOC. (Wing Operations Center).
  • Monitor hangar security, heating, electrical, mechanical, hydraulic and pneumatic systems.
  • Other related duties relevant to this position as may be required.
  • Communicate/liaise with external agencies, authorities and customers as necessary.
  • Review and allocate work priorities, assign personnel, resources and materials in a manner consistent with quality, time and cost requirements.
  • Raise, track and close work orders with the Serco and BGIS Help desk to have specific tasks carried out in hangars.
  • Hangar custodian will be expected to occupy office space in Hangar 8 during regular business hours. Absence from Hangar 8 to perform duties in other hangars and/or to attend to other contractor activities shall be communicated to, and agreed with, DND.
  • Ensure all assigned deliverables and other reports are completed accurately and on time.
  • Maintain a log of all main Hangar door openings. Time open, time closed, duration will need to be indicated.
  • Implementing and maintaining an Aircraft Hangar Procedures Policy in accordance with customer (i.e.: Military, etc.) and Serco regulations.


Qualifications


Competencies:


  • The incumbent should have experience and knowledge in the following: Experience with: military fighter jet ground support, aircraft ground handling, military aviation data systems, conducting daily hangar inspection, aircraft towing procedures and regulations, proper aircraft block in / block out procedures, hangaring aircraft during winter conditions, meeting aircraft crews and responding to various requirements.
  • Must be willing to be trained on specific aircraft handling equipment.
  • Knowledge of: aircraft “Safety Zone”, large hangar door operations and proper positioning of aircraft in hangars, ensuring aircraft tow bar inspections, Hangar security systems, Hangar heating system, Hangar electrical, mechanical, hydraulic and pneumatic systems, as well as a good understanding of Hangar “Preventive maintenance program” and military documentation.
  • Computer skills, having experience working with MS Suite of Programs, including Teams, Excel and Outlook.


Qualifications:


  • Ability to obtain and maintain Secret Level II security clearance is required.
  • This position requires several years’ experience working in an aviation environment.
  • Must have completed or capable of completing a TDG Transportation of Dangerous Goods course in TDG Clear Language, and “WHMIS” training program.
  • Possession of a valid Class 5 NL Driver’s license and ability to obtain a Military 404 for military owned equipment.
  • Possession of or the ability to obtain and maintain a Ramp Defensive Driving Course (DND/RDDC) certification to operate vehicles on the airfield is required.

  • Ensure compliance with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, and quality.

  • When required, cross-train peer(s) to complete relevant tasks (e.g. vacation coverage, perform Acting duties, etc.)
