Job Description

Safety/Environmental Specialist

This position administers all aspects of the plant’s Environmental, Health and Safety programs (EHS), counsels Management and staff in practical and regulatory aspects of compliance, and interprets Federal, Provincial and Local Legislation for management, employees and corporate EHS representatives.

The incumbent must liaise between management, multiple regulatory agencies and corporate representatives. Responsible also to develop Environmental Health and Safety policies and procedures that enhance the management of safety and environmental expertise, and ensure timely, appropriate responses to all environmental, Health and Safety concerns.

Responsibilities

Safety and Environmental Counseling

· Advise/counsel management and employees on all environmental compliance concerns

· Advise/counsel management and employees on all safety related concerns

· Organize and lead the Joint Health and Safety Committee (JHSC)

· Organize and lead Process Hazard Analysis (PHA) sessions

· Coordinate Management of Change (MOC) process

· Work with Engineering to ensure timely completion of all required Pre-Start Health and Safety Reviews (PSHSR)

· Participate in the Canadian Manufacturers and Exporters (CME) Health and Safety Committee

Environmental Compliance

· Ensure compliance with all Environmental Regulations and Waste Management activities:

· Canadian Environmental Protection Act (CEPA)

· Ensure annual compliance reports are submitted to Ministry of Environment (MOE) and/or Environment Canada (EC)

· General Waste Regulation (Regulation 347)

- Hazardous Waste Information Network (HWIN) management

- Monitor waste generation

- Arrange for compliant disposal of all generated waste streams, Hazardous and Non-hazardous

- Negotiate cost reductions with disposal facilities

· Ensure all Permits and licences are kept valid:

- Certificates of Approval

- Precursor Registration Certificate

- Transportation of Dangerous Goods (TDG) Permits – Air, Land, Sea

Environmental Health and Safety

· Prepare and administer Environmental Health and Safety programs:

- Create/develop safety policies and procedures

- Review and revise Environmental and Safety Manuals

- Record and review incident reports

- Complete and submit required incident reports for Corporate office review

- Coordinate safety eyewear program

- Supervise internal work permit compliance

· Administer the Ergonomics Program and co-lead Ergonomics Team to eliminate or minimize the risk of employee exposure to Musculoskeletal Disorders

· Manage the Material Safety Data Sheet (MSDS) program – ensure current MSDS’s are available, manage New Material Approval process

· Primary contact for the United States Customs-Trade Partnership Against Terrorism (C-TPAT) Program

· Manage/oversee site security systems- access controls and surveillance system

· Arrange for industrial hygiene surveys - analyze and distribute results

Trainning

· Train both management and hourly personnel in:

- Fork Truck Operation, both theory and practical

- Transportation of Dangerous Goods

- Propane Cylinder Exchange and safety

- Workplace Hazardous Material Information System (WHMIS)

- Hazardous Waste Management/Reduction

- Emergency Response

- Environmental Emergency E-2 Plan

- Work Permit

- Explosion meter use

· Arrange for external trainers/instructors as necessary

Qualifications

· University Bachelor Degree or equivalent related working experience

· B.Sc. or Certified Environmental, Health and Safety trainer

  • · 5+ years related experience
  • Possess a passion for health and safety
