DUTIES:


  • Further, this position will be called upon to support and provide leadership for municipal financing and financial projects including debt issuance and management.
  • The position will be responsible to attend City Council meetings and is responsible to articulate any financial implications as it relates to financial policies of the City.
  • As such, this position will have direct responsibility over process and program administration as it relates to property taxation and assessment appeal management, front line customer service, treasury and investment management as well as other municipally mandated programs that generate revenue for the Corporation.
  • Will respond to customer enquiries and complaints in a professional and courteous manner and may be required to respond to media enquiries.
  • This position will also lead key technology improvement projects including the implementation of a new tax administration/billing system and improve on-line user engagement tools.
  • The position has been delegated responsibility to attend various municipal boards and commissions such as Windsor Canada Utilities Ltd., Windsor Essex Community Housing Corporation as representative of the Corporation.
  • Will directly supervise staff who oversee direct reports.
  • This position will be involved in various aspects of forecasting and budget preparation as well as lead corporate initiatives with regards to adherence with payment card industry compliance standards.
  • Reporting to the Commissioner of Corporate Services/CFO, City Treasurer, this position will be responsible to provide leadership and oversight for the Taxation, Treasury and Financial Projects Department.
  • This position has been delegated the authority, as City Treasurer, to review all corporate agreements that require the approval of the City Treasurer with a view to ensuring that the financial implications are consistent with Council resolutions, budget and funding approvals and financial regulatory requirements.
  • Will perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.
  • In addition, this position, as Deputy Treasurer, will be responsible to ensure that the statutory requirements of City Treasurer are fully supported and complied with on a regular and ongoing basis.
  • Will perform other related duties as required.


QUALIFICATIONS:


  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program.
  • The physical demands analysis associated with this job indicates a light level of work.
  • Must have excellent verbal and written communication skills;
  • Must hold and maintain a current valid and lawful Class G Driver's Licence in accordance with the Highway Traffic Act, for the purposes of operating a City of Windsor vehicle and provide a driver’s abstract as a condition of employment;
  • Must be familiar with municipal legislation including Ontario Municipal Act, Ontario Assessment Act, Ontario Planning Act;
  • Should have knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with the work.
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
  • Must have a recognized Accounting Designation (C.A, C.G.A, C.M.A.);
  • Must have a University degree in Business Administration with a major in Accounting or Ontario Ministry of Education equivalency and a minimum of 6 years progressively responsible senior management experience in a computerized financial management environment.
