The Project Manager is responsible for planning, administering, and managing capital and major repair and maintenance projects in a marine environment at Greater Victoria Harbour Authority (GVHA) in alignment with GVHA’s business plan.
The ideal candidate should possess 10 years of experience in managing capital and major repair projects in a marine environment. The candidate should demonstrate the following skills and abilities:

Specific Accountabilities
Planning/Scheduling
- Drafts project plans to identify timelines, terms of reference, deliverables, methodologies and resource requirements and delivers various reports through each project lifecycle.
- Identifies and coordinates permits are required for maintenance and capital projects.
- Assists DO, AMC and MM in developing a planned preventative maintenance program including a comprehensive documentation system and assigns schedule to OA for implementation.
- Secures the necessary applicable Municipal, Provincial and Federal licenses, permits, by-law modifications and environmental compliances required for all project phases.
- Works with DI and AMC in developing facility and project drawings.
- Provides technical support with AMC to internal team in design and coordination of maintenance and capital projects.
- Collaborates with DI and DO developing and coordinating work plans for projects, both maintenance and capital, and services delivery as required.
- Assists DI and DO in ensuring all projects and activities meet the requirements of municipal by-laws, federal and provincial standards, codes, and laws and follow the requirements of WorkSafeBC and the Federal Labour Program.
- With DI and DO, assists on developing project concepts and plans with references to risk assessments, risk mitigation strategies, operational budgets, and infrastructure lifecycles.
- Ensures physical facilities are constructed in compliance with project specifications, current codes, and legislation.
Project Management
- Liaises with stakeholders and GVHA employees as required to complete project elements.
- Evaluates project processes through program timelines, create photographic and diary activity journals as required, monitors progress, and develops recommendations.
- Under DI oversight, leads, manages and coordinates project team activities, monitors and administers contract performance, and delivers completed projects/project components within pre-defined criteria.
- Liaises with and supervises the work done by consulting and contracting firms.
Procurement
- Procures materials and services in a cost-effective manner following GVHA policy and procedures.
- Supports or prepares Request for Proposals, Qualifications or Quotations for Projects.
Financial
- Verifies invoice accuracy prior to payment.
- Assists in developing the financial management process, including budgeting and cost enquiries, related specifically to the assigned projects.
- Meets on a scheduled basis with DI and AMC to review capital and maintenance project budgets.
- Assists DI, DO AMC, and MM in developing a capital and maintenance projects budget and participates in monitoring and controlling expenditures for capital and maintenance projects.
- Manages capital and maintenance projects to ensure they are completed on time and within budget.
- Contributes to the business planning, long term capital planning, and project cost analysis.
Administrative
- Supports, mentors and coordinates work with AMC.
- Works with AMC to archive and organize the engineering and property data for all projects and facilities.
Communication
- Participates in meetings with other internal GVHA teams and Western Stevedoring on a regular basis to:
- Provide updates on work in progress, completed or planned.
- Assists in developing the communication strategy for each project, through journals.
- Attains buy in and approval related to projects and proposals from various government bodies by exercising expertise, tact and diplomacy.
- Provide input on planned maintenance and capital projects.
Occupational Health & Safety:
- Ensures a high level of customer service and public safety by demonstrating an understanding of customer needs.
- Ensures work performed by contractors is done safely and in accordance with regulatory requirements.
Tools/Equipment
- Operates various office equipment such as computer, printer, telephone, video conferencing and audio-visual equipment, scanners, and photocopier.
- Operates motor vehicles and has a valid driver’s licence.
Working Conditions
- Regular site visits to job sites to monitor projects and conduct site inspections.
- Occasional on water work or inspections using GVHA small vessel.
- Some exposure to dirt, oil, noise, wet weather, and cold temperatures.
- Regular, full-time position. Working hours are Monday to Friday, 8.30am - 4.30pm. Flexibility may be required during projects.
- Evening and weekend work may be required in emergency situations.
- Office and project site environment.
Experience and Education
- Minimum of 10 years of experience supervising and managing construction projects including marine, civil, electrical, and mechanical.
- Certificate in Project Management, such as PMP, an asset.
- Financial management experience.
- PCOC an asset.
- AutoCAD skills and experience an asset.
- Proficient with various software applications such as MS Office, Project including PowerPoint.
- Post-secondary education in a related field.
Knowledge, Skills, and Abilities
- Ability to exercise tact, judgement, discretion, confidentiality and flexibility in project delivery.
- Ability to develop and maintain effective working relationships with groups and individuals with diverse or competing interests or diverse perspectives in both the public and private sectors.
- Ability to identify alternative technological approaches and develop solutions for complex technical issues.
- Ability to provide concise and accurate information orally and in writing, including reports, presentations and correspondence.
- Ability to develop and maintain honest and respectful relationships that help fulfill the expectations and needs of GVHA and stakeholders.
- Operations knowledge of application and permitting processes.
- Ability to read and interpret engineering drawing, specification and survey plans.
- Superior project management and coordination skills.
- Knowledge of relevant legislation and regulations including WHMIS, Canada Labour Code, WorkSafe BC.
- Sound knowledge of project management techniques, theories and practices.
- Ability to manage and deliver complex, concurrent projects to successful completion within time and budgetary confines.
