The Local Government Division is the primary point of contact between GNB and local communities. With a vision of fostering vibrant and sustainable communities, the division provides support and advisory services to local governments and regional service commissions and is responsible for the administration of Rural Districts (RDs). The division consists of two branches: Regional Collaboration and Planning, which includes the Regional Collaboration and Provincial and Community Planning Units; and Community Finance, Local and Rural Governance which includes the Rural Districts, Local Governance, and Community Finance Units.


The Department of Environment and Local Government provides integrated stewardship through planning and management of land use, and waste management issues. It ensures effective enforcement of, and compliance with, environmental legislation and regulations and provides effective consultation and liaison with local governments, regional service commissions and Rural Districts on governance related issues.


What you will do?


As a member of the Community Finance unit, the successful candidate will be responsible for financial matters relating to Local Governments, Rural Districts and Regional Service Commissions.


The Successful Candidate Will


  • Contribute to the preparation of the division's main budget and to the public accounts process.
  • Review local governments audited financial statements to ensure consistency.
  • Conduct financial analysis and provide recommendations relating to requests for the Municipal Capital borrowing Board (MCBB)
  • Contribute to the annual local government and rural district budget review and approval process.
  • Provide advice and guidance on various financial and accounting matters related to Local Governments, Rural Districts, and Regional Services Commissions.
  • Be responsible for overseeing various accounting functions, producing financial reports, and assisting senior management with accounting matters related to the administration of the Rural Districts, including ensuring the production of quarterly and annual reports in a timely manner.

  • Standard hours of work: Monday - Friday, 8:15-4:30 (office schedule)

Essential Qualifications


Your attitude, skills and interests are just as important as your area of study. We are looking for diverse backgrounds that bring a combination of the following:


  • Possess a professional accounting designation or are in the process of obtaining one.
  • Demonstrated proficiency in manipulating data using Microsoft Excel
  • Bachelor's degree in business administration, Commerce or a related degree, with a minimum of five (5) years of related work experience which must include four (4) years in anaccounting, finance and/or budgeting function within a complex financial environment, which may include financial policy development and research.


An equivalent combination of education, training and experience may be considered.


Asset Qualifications


  • Preference may be given to individuals who have knowledge of Public Sector Accounting Standards.
  • Preference may be given to individuals who demonstrate a thorough understanding of municipal finance, structure and administration.


Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.


Written and spoken competence in English and French is required. Please state your language capability.

Wage


Pay Band 5: $2, 378.00 to $3, 322.00 bi-weekly, based on 36.25 hours per week
