Position Summary


This position is responsible for comprehensive reviews of proposed development from a civil engineering perspective. This position provides exceptional customer service to internal and external customers in the interpretation, administration and enforcement of City policies, bylaws, specifications, and standards with respect to municipal infrastructure. This position reports to a Senior Engineer in the Branch. The incumbent for this position will focus primarily on reviews for various applications including servicing agreements, development permits and building permits.


Duties & Responsibilities


  • Develop, monitor and control data collection programs related to municipal infrastructure.
  • Maintain and operate specialized analysis software and be able to interpret results, produce reports and make recommendations for municipal infrastructure planning and programs (e.g. WaterCAD, Synchro/SimTraffic, InfoWorks).
  • Perform related work as required.
  • Research, co-ordinate and assemble information and prepare technical reports.
  • Tactfully and adequately respond to concerns and inquiries and concerns from the general public and council.
  • Manage projects and budgets.
  • Represent the department in meetings with other department staff, other departments, the public, consultants, contractors, other government agencies, community associations and City Advisory Committees.
  • Follow all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as they apply to this position.
  • Provide engineering and technical analysis and support related to municipal infrastructure planning, operations, design, construction, preservation and infrastructure management.
  • Review and comment on drawings, specifications, plans and applications from engineering consultants and developers to ensure they meet City standards and requirements.
  • Research and evaluate the application of new technologies related to municipal infrastructure.
  • Contribute to team projects and effectively participates as a team member.
  • Directs staff, consultants and contractors periodically in relation to projects
  • Develop and review standards, specifications, processes and manuals related to municipal infrastructure.
  • Supervise and direct staff, consultants and contractors.

  • Intermediate skills to create tables and forms, create formulas, create queries and reports, modify and customise charts and tables, use pivot tables and cross tab queries, and import/export data from various sources and formats using software such as in the Microsoft suite of Professional Office Software (Excel, Word, PowerPoint, and Access).
  • Knowledge of drafting and surveying technology practices and techniques with beginner level GIS and CAD skills to display data including symbology, create, edit and query data, modify drawings, relate data, and prepare designs using software such as WaterCAD, Arc View, AutoCAD, Synchro/SimTraffic, InfoWorks and Civil 3D.
  • Ability to strategically plan, coordinate and direct the work of others.
  • Knowledge of municipal infrastructure management, design, materials, operations, construction, maintenance and preservation.
  • Knowledge of effective supervision and leadership of staff.
  • Knowledge of and demonstrated ability to apply engineering practices, principles, theories computations, analyses and statistics.
  • Demonstrated skills in developing and working with complex databases.
  • Skills to establish and maintain effective working relations and a respectful work environment with superiors, subordinates and the general public.
  • Skills to manage, budget, evaluate progress and quality of engineering projects and contracts.


Education & Experience


  • The knowledge, abilities and skills are obtained through completion of a two-year diploma in a Civil Engineering Technologies, Water Resources, or Environmental Engineering Technology and a minimum of two years experience in related water, wastewater, drainage, environment and/or transportation engineering fields. Experience in land development is preferred.
  • Registration or eligible for registration in Saskatchewan Applied Science Technology and Technicians (SASTT) as an Applied Science Technologist


Working/Other Conditions


  • Must possess a valid Class 5 driver's license and have a vehicle available for work usage (a travel allowance is provided).
