Position Summary


This position is responsible for performing routine to intermediate planning work that includes a variety of policy and development application processing assignments. Duties range from the collection and analysis of data to the development of recommendations. The work requires the use of acceptable planning techniques and principles within the guidelines of department regulation, standards and policies. This position reports to the Senior City Planner or Branch Manager.


Duties & Responsibilities


  • Collects, analyses, and interprets data for land use, development, policies, zoning, as well as the formulation and maintenance of the Official Community Plan
  • Examines, analyses, and reviews applications for land use and development (i.e. zoning, concept plans, subdivisions, road closures, condo plans, annexation, housing and other programs), ensures compliance, and prepares reports with recommendations for consideration
  • Reviews drawings, specifications, plans and applications from planning consultants and developers for compliance
  • Coordinates logistics for community planning and development projects, researches best practices, develops communication plans, takes minutes, and maintains records and files
  • Reviews and provides input to studies undertaken by other Divisions and Departments
  • Completes searches, inputs data, validates data, manipulates data, and generates reports and lists from programs and applications
  • Coordinates and prepares maps, graphs, and other illustrative materials for information programs, meetings, and presentations
  • Distributes information and documents for planning and development projects, coordinates internal and external input, receives and summarizes feedback and comments
  • Prepares application circulations, tracks timelines, reviews feedback, synthesises comments, and prepares recommendations for consideration
  • Facilitates group discussion at public meetings, internal project sessions, and other consultations
  • Maintains filing systems in accordance with branch procedure and corporate records management policies and procedures
  • Coordinates logistics and attends public meetings and open houses, engages with public, and responds to planning and development queries
  • Researches, reviews, and drafts land use bylaws, prepares reports, studies, and presentations on plans, bylaws, or planning projects
  • Responds to requests for information or materials from public, internal, and external agencies (ad hoc and service requests)

  • Provides ideas and suggestions to improve work processes
  • Links Official Community Plan policies to implementation mechanisms such as bylaws, regulations, practices, or everyday decisions
  • Knowledge of specific branch as well as the broader division/departments/branches and interrelationships for project and service delivery
  • Explains, clarifies, and exchanges procedural and technical information
  • Knowledge of planning and development principles, policies, procedures, processes, and practices
  • Evaluates situations and determines actions for compliance, sometimes requiring a unique solution
  • Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices
  • Identifies issues, consults, and follows policies, procedures, and processes in order to achieve compliance
  • Prioritizes and adapts activities in accordance with daily/weekly/annual schedule within defined timelines/deadlines
  • Liaises with internal staff and external agencies
  • Knowledge of research, review, analysis, report writing, and meeting facilitation
  • Builds consensus amongst different stakeholders where there may be a difference of opinions
  • Facilitates group discussion at public meetings, internal project sessions, and other consultations
  • Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards


Education & Experience


  • Minimum of eighteen months of previous and on-the-job experience in planning and/or development activities
  • Completion of university degree from a CIP-accredited university planning program or a closely-related field
  • Registered or eligible for membership in the Canadian Institute of Planners (CIP) and registered or eligible for membership in the Saskatchewan Professional Planning Institute (SPPI)


Working/Other Conditions


  • Class 5 driver’s license
  • Works in indoor environment, including public events
