The Opportunity (Hybrid, 1-2 days a week in office)
Reporting to the Director of Policy and Programs you will work as an integral part of the PDAC Indigenous Affairs
Program to help build mutually-beneficial relationships between mineral industry companies and Indigenous communities, and enhance participation by Indigenous peoples in the mineral industry. In the role of Policy Analyst, you will also be responsible to work on the Lands and Regulations Program, supporting access to the land base in order to improve exploration success and enhance the clarity, certainty and efficiency of the regulatory framework. You will achieve these objectives by working collaboratively with senior management, external stakeholders and designated PDAC committees.
What You Will Do:
Research and Analysis; identify, analyze and monitor issues related to regulatory, land use/access, and Indigenous affairs, prepare briefing materials, letters, position papers and other forms of thought leadership, work in partnership with other program areas to strengthen message.
Advocacy; identify areas for research; oversee research projects to provide the evidence base for
policy / advocacy positions. Aid development of website, press release and social media products
to communicate findings to members, public and external stakeholders.
Project Management; develop proposals for project work, supervise external contacts. Coordinate, design and execute programs at the annual PDAC Convention. Spearhead PDAC Convention Indigenous Program and related initiatives.
Member Services; engage PDAC members in research, dialogue and collaborative problem solving, develop and implement tools and resources for members to advance the goals of the program areas.
Outreach and Partnerships; organize and attend meetings, conferences and workshops, build and
maintain a network of contacts, build and strengthen relationships with national Indigenous
organizations.
Organizational Development; provide support to relevant PDAC committees, including the
development and implementation of the annual work plan and budget; maintain current and
accurate files related to program areas.
Qualifications Required:
University degree in a relevant field of study or a combination of equivalent education, job-related training and/or experience;
2-3 years of industry experience in the field of mineral and/or metal exploration; or
2-3 years experience working in policy analysis and advocacy or direct mineral exploration field
experience involving regulatory frameworks in Canada, or Indigenous relations/engagement;
Knowledge of or direct Indigenous relations experience with First Nations, Inuit & Métis
communities across Canada is considered an asset.
Ability to demonstrate knowledge of regulations/legislation related to land use planning, land
withdrawals, environment assessments and/or permitting (e.g. Species at Risk, Migratory Birds,
Fisheries Act);
Knowledge of the relationship between communities and exploration companies, particularly Indigenous engagement practices and compliance with regulatory frameworks (e.g. Duty to Consult, Impact Assessment Act, UNDA) and Land-related issues (e.g. land use planning, protected areas);
Experience designing and implementing projects and programs in partnership with a diverse range of stakeholders;
Experience leading meetings, delivering presentations and facilitating group discussions;
Adept at building interpersonal relations with various stakeholders;
Proven success managing multiple priorities;
Self starter, who identifies actions and steps to accomplish goals;
Ability to analyze large volumes of complex information;
Effective problem solver, able to look beyond the obvious to navigate complex issues;
Demonstrated competency as a collaborative team player and consensus builder;
Superior written, editorial and oral communication skills;
Willingness and ability to travel as required, would not exceed 10% of time;
Proficiency in oral and written English language skills, additional language skills are an asset
This position will be located at the PDAC office, 170 University Avenue, Suite 800, Toronto, Ontario. The PDAC office is on the territories of the Mississaugas of the Credit, Anishinaabeg, Chippewa, Haudenosaunee and Wendat-Huron peoples.
