Job Description

VCE (Vertical circulation equipment) Package Lead
  • Reporting to MEP Procurement & Construction Director
Principal accountability &Responsibility With regards to VCE package:
Design stage:
  • Participate in the setting up of the QA procedures for control of design and control of documents
  • Identify in the plans value engineering opportunities that provide cost and/or schedule savings
  • Participate in SiD process (Safety in Design) as required
  • With the support of the Interfaces management department, manage and coordinate the technical interfaces between his work package and the scope of work of others (both with regards to Internal interfaces e.g electrical, architecture…)
  • Coordinate with other discipline representatives
  • Follow-up and report on the progress of his work package
  • Manage the interface between the design consultants and suppliers
  • With the support of the stakeholder management department, perform all necessary liaison work with local statutory Authorities if required
  • Assist in maintaining an up-to-date library of design codes, standards, statutory and local regulations applicable to the project in relation to his work package.
  • Read, understand, and plan according to the work specifications and contract responsibilities
  • Review and approve requests relating to design input (RFI, clarification, design change request etc.) issued by the designers
  • Lead Design coordination meeting, technical workshops with designers, Client’s Engineer representative and issue minutes of meetings
  • Establish a detailed time schedule of his work package to fit within the design program and with sufficient lead time for procurement and installation
  • Coordinate with the Designers, review the design consultant’s submissions as per the contract requirements included constructability, commissionability, maintainability and budget targets and issues document check sheets
Procurement stage:
  • Review purchase requisitions for material/equipment to be incorporated
  • Follow-up and report on the progress of his work package
  • In coordination with the procurement department, prepare with the supports of the project designers the relevant technical documents (specifications, drawings, schedules, scope of work…) required for tenders of suppliers and sub-contractors
  • Review and follow up the non-conformance reports transmitted to suppliers and sub-contractors
  • Coordinate and review factory acceptance testing procedure
  • Review and approve tenderers and suppliers’ proposals
  • Is involved in and implement procurement strategy
Post Design activities and Pre-construction stage:
  • Issue technical and design documentation for execution once approved by Contracting Authority
  • Assist in resolving any non-conformance issues opened by the QA Manager relevant to his work package
  • Coordinate and review shop drawings prepared by sub-contractors and issues documents check sheets
  • Review and approved Field change request submitted by production team
  • Handle take over process between VCE sub-contractor and OTG (civil works survey, take over procedure…)
  • Review the construction procedure and installation methods prepared by the sub-contractors
  • Set up the final documentation for project handover (as-built packages)
  • Support preparation and review testing and commissioning procedures
Construction stage:
The Package lead will be responsible for overseeing the construction of all the stations of the OLS project regarding to VCE installation. The Stations Construction Manager will be the main point of contact regarding the VCEs installation until to the commissioning stage.
  • Generate solutions to stay on time and on budget
  • Ensure a “Safety First” attitude throughout the project from all levels of management and operations
  • Anticipate project conflicts, communicate preventative action plans, and implement solutions to avoid issues.
  • Follow-up and report on the progress of his work package
  • Schedule the project in logical steps and budget time required to meet deadlines and project contractual milestones.
  • Create, update, review, and maintain budget for the Stations.
  • Ensure customer satisfaction by identifying and exceeding client needs
  • Provide leadership through building relationships, sharing of knowledge/skill, motivating others, providing clear direction, and cooperative teamwork
  • Supervise, manage sub-contractors
Quality Duties:
  • Share and feed-back non-compliance, complaints of the customers, preventive actions and ideas of improvement.
  • Respect all the procedures relating to the position.

Qualifications
Education and experience
  • Master’s degree of Engineering in Civil or Mechanical or equivalent
  • Knowledges of local standards (Ontario building code, CSA-B44 Hand-book on Safety code for elevators and escalators) would be a plus.
  • Minimum 10 years of experience including similar positions in major infrastructure projects.
  • Experience in similar project: Underground stations for railway project
