Position Summary


This position is responsible to undertake all plumbing and mechanical inspections to ensure and enforce compliance authorized under "The Construction Codes Act and The Plumbing Code Regulations"


Duties & Responsibilities


  • Assist in inspections of duct penetrations, duct installations & fire dampers
  • Completes searches, inputs data, validates data, modifies data, exports and generates reports and lists from programs and applications
  • Inspects residential, apartment buildings, commercial, industrial, and institutional projects for plumbing and mechanical installations
  • Liaises with developer/contractor/applicant/property owner and staff to ensure awareness of all appropriate approval conditions and responsibilities associated with plumbing/mechanical permit
  • Maintains filing systems in accordance with branch procedure and corporate records management policies and procedures
  • Provides assistance & interpretation for ventilation control & fire protection of commercial cooking operations (NFPA 96).
  • Prepares monthly report on activities including status of inspections and deficiencies
  • Maintains comprehensive inspection and violation records including photographs, sketches, diagrams, and other relevant written reports, notices, and data
  • Inspects, measures, records, and validates mechanical and plumbing installations including fixtures, hot water and steam heating, ventilation, air conditioning, and sprinkler systems, and other mechanical installations, equipment and appliances
  • Initiates prosecutions and provides evidence/testimony in court for violations under The Plumbing Bylaw and the mechanical portion of the National Building Code.
  • Perform inspections for requirements of fire stopping of plumbing as per plumbing code for penetrations
  • Responds to customer inquiries and requests for information (ad hoc and service requests)
  • Reviews mechanical plans to ensure compliance of applicable Codes, Act and Bylaws as required by Supervisor.
  • Provides technical and regulatory advice and interpretation for mechanical and plumbing installations
  • Contacts and interacts with property owners/representative, provides inspection reports with deficiencies, and responds to questions


Knowledge, Skills & Abilities


  • Coordinates with internal staff and external stakeholders for process, steps, and actions
  • Knowledge of specific branch as well as the broader division/departments/branches
  • Knowledge of office administration processes and customer/client services
  • Reads and interprets plans, sketches, blueprints, and drawings
  • Identifies issues, consults, and follows policies, procedures, and processes in order to achieve compliance
  • Knowledge of relevant collective agreements, bylaws, policies and procedures, and legislation, including health and safety standards
  • Knowledge of job-related office productivity software, internet browsers and search engines, enterprise software, discipline-specific software, and technology devices
  • Delivers and discusses contentious messages/information which may be resisted
  • Knowledge of Plumbing Code and The Saskatchewan Plumbing Regulations
  • Prioritizes and adapts activities in accordance with daily/weekly/annual schedule within defined timelines/deadlines
  • Explains, clarifies, and exchanges technical and process information
  • Familiarizes new employees with tasks, duties, practices, and processes
  • Knowledge of mechanical portion of National Building Code of Canada and mechanical construction standards, policies, procedures, methods, and practices
  • Provides ideas and suggestions to improve work processes
  • Uses calming and de-escalation techniques


Education & Experience


  • Building Official Class 1 Licence, Saskatchewan Building and Accessibility Standards Administration Regulations for the purpose of mechanical inspections only.
  • Class 5 driver’s license
  • Completion of and obtained Cross Control Specialist Certification
  • Job-specific licences and certifications relevant for specific operations, equipment, tools, and health and safety
  • Completion of a Journeyperson Plumbing Certificate with a minimum of five (5) years journeyperson experience.

Hourly Salary: $31.40 - $40.31, plus this position is currently supplemented with an additional $4.50/hr Market Supplement.


Annual Salary: $59,867.00 - $76,855.00
