Job Description

About the Role

Finance Services are currently looking to create a pool of qualified candidates for the position of Financial Management Advisor (ADG-C).

As the Financial Management Advisor, you will be accountable for providing financial expertise and advice to a Service Head and management team within a large or complex client portfolio of the House of Commons. You are also accountable for the delivery of timely and reliable corporate financial expertise in supporting and advising on the preparation of HoC annual budgeting process and funding through Main/Supplementary Estimates, overall financial planning and analysis, as well as oversee the budget allocations, costing and development of funding strategies to address the House’s financial challenges and pressures. You will also be responsible for conducting ongoing analysis, financial projections, and risk assessment within the client group or corporately to support sound financial fact-based decision-making and resource management in achieving the House’s strategic priorities, while promoting a corporate perspective to the stewardship of resources.

Qualifications

Education:

  • Successful completion of a bachelor’s degree with specialization in accounting, finance, business administration, or commerce AND possession of a Chartered Professional Accountant (CPA) designation OR an acceptable combination of education, training and extensive relevant experience in financial management.

Experience:

  • Extensive experience using Microsoft Excel and/or Power BI to execute financial modelling, complex formulas, manipulate large data sets, and prepare analyses and financial reports.
  • Significant experience in at least one (1) of the following fields: Financial Planning and Advisory Services, Costing, Resource Management or Financial Reporting, Budgeting and Forecasting, Development and Interpretation of financial policies and procedures, Financial (accounting) Systems, Financial statements preparation;
  • Significant and recent experience in the preparation of briefing materials, financial briefs and reports as well as analyzing and interpreting financial results;
  • Significant and recent experience providing financial planning advice, guidance and interpretations to management;
  • Experience using an Integrated Financial Systems (i.e., SAP, Oracle, Business World) to extract and interpret financial data;

Assets:

  • Strong verbal and written communication skills when providing valuable insights, risk-based options and recommendations.
  • Experience in Standardization, Process Management and Continuous Improvement;
  • Experience supervising junior financial officers;
  • Experience in Project Management and Change Management;
  • Professional accounting designation (CPA);
  • Master Business Administration (MBA);
