Position Type: FTE or as negotiated with candidate.


Employment Terms:Full Time preferred. Final terms of employment to be negotiated with candidate of choice. Employer willing to consider a variety of employment terms.

Position Location:JHSS Provincial Office. Travel will be required as part of this position, at times last-minute or extended.

Program Background:Integrated Youth Services (IYS) is a national and international movement, aimed at transforming how youth, ages 12 to 25, and their families find and access the resources, services, and supports they need.


The John Howard Society of Saskatchewan has been selected to lead IIYS as the Backbone organization in Saskatchewan. The Backbone organization is responsible for implementing a consistent and comprehensive provincial IYS model, as well as establishing and fostering collective and strategic partnerships for IIYS. It is also responsible for providing leadership, provincial direction, and ongoing support for long-term operation of a minimum of three physical IYS sites in Saskatchewan in addition to virtual services.


Job Summary:The John Howard Society of Saskatchewan is seeking an experienced Clinical and Service Innovation Lead to join our IYS Backbone Team. As a member of the Backbone Team, the Clinical and Service Innovation Lead will provide clinical leadership and direction to a network of IYS sites while fostering a clinical IYS community of practice among sites. This position will establish and ensure consistent implementation of a core services framework, and implementation of service innovation, while being responsible for ensuring continued collaboration and securing commitment of strategic partners in the delivery of services and programs.


Working closely with the IYS Backbone Team, IYS oversite committee, and IYS Youth Co-Design Team, this position will be responsible for planning, designing, strategies, implementation, monitoring and improvement of both in person and virtual services for IYS in Saskatchewan, and supports the overall provision of operational and clinical support to IYS sites. This position will also provide direction on evaluation, quality assurance, and quality improvement, and will help foster research activities.


Duties:Reporting to the Director of IYS and working closely with IYS Backbone Team, the responsibilities of this position will include the following:

  • Building on the strategic plan and in consultation with stakeholders, provide leadership in the design, fidelity and continuous improvement of the service delivery model to developing and operational IYS service centres across the province as well as online services for youth across the province.
  • • Supports the clinical service delivery at IYS sites by providing access to implementation supports, clinical care and innovation expertise, necessary clinical infrastructure and operational planning assistance; liaising on behalf of IYS sites with the Saskatchewan Health Authority and other sector partners; updating on progress and identifying and securing opportunities for new or strengthened partnerships, funding, and service augmentation.
  • Creates positive and sustainable relationships with all stakeholders to ensure the smooth and effective operation of services throughout the province.
  • Perform other related duties as assigned.
  • Works collaboratively with the Director of IYS and community partners (e.g., health authority, First Nations, service providers) to ensure the timely implementation and effective integration of organizational strategies for care delivery, communication, knowledge exchange and transfer, research and evaluation at the provincial, regional and local level.
  • Provides best practice expertise through strategic planning, research, evaluation, model development, and business cases associated with large-scale reviews of guidelines, standards and systems.
  • Provides clinical leadership in the development and planning for the integrated model of care by leading the Clinical network and establishing a framework for and facilitating effective dialogue, decision-making, support and coordination for IYS with local IYS sites, partner health authority, the Ministry of Health, and other key stakeholders. Facilitates the identification and removal of systemic barriers that may be in place at the local, regional or provincial level.
  • Identifies and recommends opportunities for the introduction and deployment of new programs and initiatives that enhance access to youth and young adult services by gathering input from stakeholders, service providers, consumers and families, and/or research on best practice.
  • Leads the development, implementation, evaluation and ongoing improvement of the Integrated Stepped Care Model, Brief Treatment/Counselling Services, and other innovations by working collaboratively with IYS sites and partners, and exchanging knowledge with provincial, national and international partners.
  • Provide leadership, in conjunction with the Director of IYS, in the development and implementation of the strategic and operational plans for IYS in accordance with the framework and principles established by the John Howard Society of Saskatchewan’s IYS Committee.
  • Works with stakeholders to develop and integrate standards and guidelines into service delivery that ensures consistent service across all implemented programs that is aligned with the both the principles and mandate of IYS and those of its partner organizations and supports evidence-based practice.


Education, Training, and Experience:

  • The candidate will meet qualifications for membership with their professional body.
  • A level of education, training and experience equivalent to a Master’s Degree in a clinical, health administration, research or other relevant health care field plus a minimum of five years of successful, increasingly senior or diverse administrative and leadership experience.
  • Research, and strong health sector partnerships within Saskatchewan are considered assets.
  • The ideal candidate would have experience providing leadership to a network/community of practice and understanding of varied service delivery models, including virtual care.
  • Experience developing/leading clinical innovation and service delivery framework for youth and young adults.


Knowledge, Skills, and Assets:

  • Demonstrated ability to organize and prioritize work, at times in fast-based or changing environments.
  • Ability to communicate effectively verbally and in writing, including advanced report presentation and writing skills.
  • Ability to provide leadership, guidance and direction to a network of IYS sites, staff and within a leadership team.
  • Understanding of prevention and early intervention.
  • Strong time- and project-management skills, with an ability to effectively respond to complex and competing priorities in a large-scale, collaborative initiative.
  • Ability to critically assess policy and procedures and affect change.
  • Proficient in Microsoft 365 (Teams, Excel, Word, SharePoint, etc.), virtual meeting software, and other applications relevant to the position.
  • Demonstrated ability to lead change, inspiring and engaging others and promoting change behaviours.
  • Knowledge of relevant legislation, regulations, policies, programs and services.
  • Ability to work effectively independently and as part of a team.
  • Advanced skills in complex problem solving, planning, project management, change management and group process.
  • Knowledge of providing care in communities, including rural, community and specialized centres, and holds an understanding of the demographic/cultural aspects of these communities.
  • Knowledge of provincial government and government ministry decision-making processes.
  • Effective facilitation skills and ability to motivate and influence practitioners, clinicians, health sector stakeholders, leaders, clients and other key stakeholders.
  • Ability to work collaboratively with others to produce effective deliverables.
  • Demonstrated ability to create/implement novel and innovative approaches reducing barriers to care.
  • Knowledge of health care and systems/ service delivery models.
  • Ability to respond to changing priorities and unforeseen circumstances.
