Job Description

Flying Dust First Nation is seeking a highly motivated and dedicated individual to provide management within the administration division.The COO is responsible for the management, administration and direct supervision of directors and managers, the advisory of all band programs and services in order to ensure that the needs of Members are met in a reasonable, effective and efficient manner.


Main Job Tasks and Responsibilities:

Strategic and Operational Planning

  • Ensure that all Band operations are conducted within relevant legislation, policies, and procedures.
  • Provide leadership in developing the organization's strategic and operational plans under the direction of Chief and Council.
  • Ensure that strategic goals/plans, policies, procedures, and community programs are developed, implemented, and evaluated.


Financial Management

  • Provide support to the Chief Financial Officer, Program Managers and relevant entities in the development and management of annual operating and capital budgets.
  • Establish and ensure internal financial controls are in place.
  • Provide leadership and advice to Chief and Council in the management of the Nation’s financial affairs.


Program and Service Delivery

  • Manage the community’s infrastructure and assets.
  • Research potential funding, programs and projects as required.
  • Develop proposals for program funding.
  • Oversee program delivery in government, finance, public works, employment & training, post-secondary, income assistance, housing, etc.


Council Governance

  • Convey Council decisions to the staff and/or public.
  • Attend all Band Council meetings, coordinate the information and resources with the Office Manager for Band Meetings and Band Council Members.
  • Ensure all Band Council business is conducted within relevant legislation, policies, and procedures.
  • Act as a liaison between Band Council and Band Members.


Relationship Management

  • Maintain an open, equitable, and service-oriented relationship between the community and the Band administration.
  • Recruit, coach, and mentor staff, coordinate training and development activities
  • Promote and provide for a positive working environment aligned with the culture and values of Flying Dust First Nation
  • Manage staff in accordance with HR Policy and performance expectations including routine supervision and performance evaluations.


Perform other duties and responsibilities as necessary in the performance of the position and as assigned by Chief and Council.

Knowledge, Skills, and Abilities:

  • Strong ability to manage First Nations resources, including people, materials, assets, and money
  • Strong ability to establish good working relationships, both internally and with external stakeholders
  • Good working knowledge of MS Office applications
  • Strong verbal and written communication skills, including the ability to prepare proposals, reports, policies, and Band Council documents
  • Strong financial and operations management skills
  • Knowledge of First Nation Culture; Tradition and Language is a definite asset
  • Strong ability to maintain strict confidentiality with respect to government office documents
  • Strong team leadership and management skills

·Demonstrate dedication to the role and to Flying Dust First Nation

Experience and Education Requirements:

  • Post-secondary education in organizational administration and management, business, finance, Aboriginal studies, or another related field is preferred
  • Experience in project development, implementation, and management.
  • 5+ years of related experience, ideally in a management role for a First Nations organization, with responsibility for the following areas:

oFinancial management

oBudgeting

oHuman resources management

oProgram management and delivery

oProgram evaluation
