Position Overview:


Reporting to the Manager, Planning GIS and Analytics, the GIS Visualization Analyst is responsible for the design, implementation and operation of advanced 2D and 3D spatial visualization and analysis services, supporting GIS applications, system integration, and coordinating GIS work plans and projects. Assists planning and growth management (P&GM) staff with 3D/2D modeling, analyses, and visualizations to inform multiple planning processes such as official plan, development applications, zoning, and intensification areas among others. Uses and integrates outputs from multiple GIS and other data/design/modelling platforms (in premise and cloud based). Works on duties related to research and implementation of new technology, creating, and maintaining GIS data sets including task automations and the administration of data privacy levels among multiple staff, projects, departments, and external institutions/stakeholders

Qualifications and experience:


• University Degree in Geography, Urban planning/Urban Design, Spatial analysis, Architecture, GIS, Business Analysis or a suitable equivalent


• Minimum three (3) years’ experience managing and applying 2D/3D advanced visualizations, GIS data and analytics, web mapping, data management.


• Experience working with BIM/Geo-BIM in Municipal Government Projects and applying GIS data visualization methods to communicate urban planning policies and building design scenarios.


• Experience using spatial ETL, multiple 3D applications (e.g. City engine, Revit, ArcGIS urban etc.), GIS software (ArcGIS pro, AutoCAD Map 3D) and other relevant applications (e.g. Sketchup, graphic design software).


• Experience exploring and working with multidisciplinary teams to implement new technologies.


• Extensive knowledge of research and data gathering/processing methods such as remote sensing, UAVs and other emerging technologies.



• Proven experience developing and implementing procedures for collecting, processing, and integrating data from different sources to support data-driven decision-making


• Knowledgeable with managing 3D system of records to create and maintain digital twins.


• Experience producing advanced visualizations of spatial data in 2D and 3D such as maps, dashboards, animations, infographics etc.


• Experience using advanced 3D processes, data and tools such as GeoBIM, 3D meshes, animated symbols and point clouds among others.


• Demonstrated experience with ArcGIS suite (e.g. ArcGIS pro, ArcGIS Urban, City engine), ArcGIS Online (Web layers, maps, dashboards and apps), FME workbench, FME server, MS Office Suite, AutoCAD, Rino, Revit and Sketchup and Adobe creative suite


• Experience working with enterprise geo-databases such as SQL, Oracle and ESRI geodatabases in a GIS/spatial environment.


• Experience with Spatial web tools such as Autodesk drive and ArcGIS online app tools including but not limited to web App Builder, Experience Builder and App studio.



• Knowledgeable with Phyton and JavaScript.


• Proven high-level analytical, problem-solving skills and strategic thinking capacity.


• Ability to effectively manage time and workload, focus on assigned tasks and delivery quality products.


• Strong skills in data visualization and exploration, data integration, analytics, modelling and scripting.


• Acquainted with drone operation and remote sensing data collection processing and analysis.


• Experience working with digital surface models, point clouds and 3D meshes. Familiar using 3D finishing tools such as LuminRT, Blender or equivalent.


• Familiar with the application and integration of Game engines such as unity and unreal engine to geo-referenced 3D spaces using GIS and spatial ETL platforms (e.g. ESRI, Safe software).


• Ability to work independently and collaboratively with multidisciplinary teams.


• Ability to deal courteously and effectively with the public and staff.


• Excellent oral, written, and interpersonal communication skills.


• Strong interest in the application of latest spatial visualization technology, motivated and self-starting focus. Proactive and Strong organizational skills.


• Knowledge of, and demonstrated ability in, the City's core competencies and relevant functional competencies.
